Senior Procurement Officer

Role

• Lead procurement from requirements planning to sourcing, contracting and supplier performance. Support Umniah's technology and commercial activities through better cost, value, governance and risk control.

Planning and sourcing

• Manage procurement from demand planning and requirements through sourcing, contract awards, purchase orders, administration and supplier performance.
• Develop sourcing and category strategies aligned with business goals. Lead RFIs, RFQs, RFPs, auctions and commercial evaluations fairly, transparently and compliantly.
• Optimize total cost of ownership, reduce costs and improve suppliers; deliver initiatives supporting revenue growth, operational excellence, customer satisfaction and business transformation.
• Check purchase requests against approved budgets and financial plans before sourcing.
• Research markets, benchmark options and assess supplier capabilities and commercial intelligence to identify opportunities.

Suppliers, contracts and governance

• Build strategic supplier relationships and long-term partnerships. Negotiate prices, payment terms, service levels, warranties, liabilities and other contractual conditions.
• Review, negotiate, administer and renew contracts, including amendments, change orders, claims and close-out.
• Ensure adherence to procurement policy, delegated authority, governance, audit recommendations and regulatory requirements.
• Track supplier KPIs, service reviews, evaluations and improvement plans.
• Identify and mitigate commercial, contractual, operational, financial and supply-chain risks; develop alternative sources and reduce supplier dependency where appropriate for business continuity.

Improvement and reporting

• Prepare executive reports, procurement dashboards, spend analyses, savings reports and sourcing recommendations.
• Deliver savings, cost avoidance and value engineering; support procurement digitalization, automation and continuous improvement.
• Provide procurement guidance and commercial support to stakeholders across business functions.

Qualifications and experience

• A bachelor's degree in supply-chain management, procurement, engineering, finance or a related field, with intermediate procurement experience in a large organization.

Required skills

• Strategic sourcing and category management, commercial negotiation and contracting, supplier relationships, financial and cost analysis.
• Stakeholder, risk and project management, analytical thinking, communication and influence, results orientation, leadership and mentoring.

Preferred experience

• Procurement in telecom, enterprise and ICT solutions, managed services, customer experience and marketing, and digital procurement solutions.
• A professional qualification such as CIPS, CSCP or equivalent is preferred.
