Job description

Manage travel operations and documentation at UNRWA headquarters in Amman. Six years’ experience, Jordan residence and existing work authorisation required.

Location and reporting

  • UNRWA Headquarters Amman, Central Support Services Division. Reports to the Head of Administrative Services Section, P4; supervises Travel Assistants and professional Travel Unit staff.

Travel and documents

  • Manage international staff travel during onboarding and separation: authorisations, tickets, visas, UN laissez-passer, residency and duty-free guidance; arrival entitlements and settlement; return travel, clearance and customs for effects and vehicles at separation.
  • Manage official, emergency, medical-evacuation and VIP travel; certify and approve requests, authorisations, tickets, invoices and claims; monitor agents and certify their transactions; advise on entitlements and maintain accountable records.
  • Manage UN laissez-passer issuance, renewal, replacement and cancellation with UNOG/UNHQ, ensuring secure custody, accurate records and controls over active and cancelled documents.
  • Manage customs clearance of shipments, equipment, vehicles and personal effects, duty-free privileges and VAT refunds, vehicle purchase, clearance, registration, sale and renewal, and driving-licence issuance and renewal in compliance with regulations.

Coordination and protocol

  • Develop onboarding plans, welcome SOPs and protocols, communicate after offer acceptance, provide induction and connect new colleagues to departments or field offices.
  • Secure visas, permits, identity and exemption cards, driving licences and other documents for headquarters international and area staff and eligible dependants, consultants, official visitors, families and domestic workers, maintaining records and securing document returns.
  • Follow up visas and laissez-passer with UNOG; arrange secure travel, accommodation, invoices and land transport.
  • Review and draft official communications and circulars; liaise with Jordanian foreign and interior ministries, Palestinian affairs, police and embassies; contribute to the Protocol Issues Working Group. Prepare travel documentation and TT8 authorisations for records and reimbursement.

Systems, compliance and development

  • Draft instructions and agency-wide SOPs with field administrative/travel teams; guide complex cases and compliance.
  • Prepare audit, inspection, oversight, management and statistical reports with Compliance and Policy Monitoring; monitor output quality and accuracy.
  • Own agency-wide travel automation and develop Travel Management System functions and screens for all locations.
  • Report monthly travel statistics, finances and compliance, including carbon tracking and sustainable travel; support Greening the UN and SDGs and recommend environmental and efficiency improvements.
  • Provide functional guidance and on-the-job training and undertake other assigned duties.

Required qualifications

  • Accredited first university degree in business/public administration, international relations, transport/travel management or a related field.
  • At least six years of progressively responsible relevant travel, visa, protocol or administrative experience, including two years in an international or large multicultural organisation.
  • Experience with official travel documents, certification, claims and government, customs and embassy liaison.
  • Proven staff supervision, contract management and knowledge of ERP systems such as SAP.
  • Excellent English and Arabic: UN Level III in reading, writing, listening and speaking.

Competencies and assessment

  • Integrity, professionalism, diversity, communication, working with people and results; networking, planning, leading and supervising, accountability, client orientation and teamwork.
  • MS Office/Excel proficiency and a strong understanding of Palestine refugees and UNRWA operations are desirable.
  • Technical test and competency-based interview; only top test scorers may be interviewed if many applicants pass.
  • Equivalency may combine additional relevant academic qualifications and progressive experience; experience alone or qualifications without relevant experience are insufficient.

Local eligibility

  • Applicants must reside in Jordan within commuting distance and have work authorisation at application. UNRWA does not facilitate Jordanian work permits and may rescind appointment without a valid permit.
  • Area Staff post: no relocation costs. Preference for registered Palestine refugees and gender parity. Qualified women and applicants with disabilities are welcomed; request reasonable accommodation in the application.

Contract, salary and benefits

  • One-year fixed-term appointment with one-year probation; extension depends on funds, satisfactory performance and continuing need.
  • Grade 16 monthly basic salary JOD 1,098.900. A 15% Senior Professional Officer Allowance currently applies, subject to agency review. Pay may be affected by a reduced work schedule.
  • Agency Provident Fund contribution: 15.4% of basic salary; compulsory medical insurance; 30 annual-leave days; dependency allowance where applicable.
  • Two sick-leave days per completed service month, 14 weeks maternity leave and two weeks paternity leave.

  • Deadline: 10 October 2026 at 11:59 pm New York time, equivalent to 11 October at 6:59 am Jordan time.

Vetting and organisational conditions

  • Selected candidates undergo academic, employment and reference verification, ClearCheck, INTERPOL and non-conviction checks where available. Additional information may be requested; applying acknowledges consent. Investigation/misconduct information may be shared with UN bodies and past or prospective employers.
  • Zero tolerance for sexual exploitation/abuse, harassment, racism, discrimination and abuse of authority; efficiency, integrity, neutrality, human rights, diversity and non-violence are required. Human-rights/IHL violations or crimes beyond minor traffic offences may exclude; sanctions, misconduct databases or departure during investigations may disqualify.
  • Staff demoted with deferred promotion eligibility, listed voluntary-retirement/separation recipients and internal candidates with less than one year in their current post are excluded. Candidates found unsuitable for the same post in the preceding 12 months are ineligible unless its description changed at least 30% as determined by the agency.
  • A roster may be created. UNRWA may make no appointment, appoint at a lower grade, modify the description or contract, or proceed only with internal candidates or an underrepresented gender if the shortlist is excessively long. Staff are subject to the Commissioner-General’s authority and assignment. Non-smoking workplace.
  • The United Nations and UNRWA charge no recruitment, interview, processing or training fees and do not request applicants’ bank-account information.
