Lead UNRWA payroll, people analytics and HR automation in Amman. Advanced qualification, project certification and supervisory experience; one-year renewable contract.
Position and contract
- P-4 Manager, Payroll and HR Analytics at UNRWA Headquarters in Amman, reporting to the Chief of the HR Operational Services Division.
- One-year contract with possible extension. UNRWA serves Palestine refugees across five fields and employs over 25,000 staff and complementary personnel.
Responsibilities
- Lead agency-wide payroll and posting operations for accuracy, timeliness and policy/statutory compliance; oversee Provident Fund account monitoring and annual distribution, internal controls and payroll system/process improvements.
- Guide HQ and field teams on system use, compliance and risk mitigation, safeguarding payroll integrity and reliability.
- Lead people analytics, compliance monitoring, dashboards and ad hoc analysis; deliver evidence-based recommendations, statistical models and risk/cost assessments, and coordinate internal/external audit responses.
- Manage HR digitisation, automation and service-efficiency projects aligned with departmental priorities and organisational strategy; champion continuous improvement and innovation.
- Strengthen HQ/field communication and partnerships, train HR business partners and obtain service feedback through surveys, consultations and roundtables.
- Coordinate gender and disability initiatives; maintain the Gender Parity Dashboard and reporting toward 2028 targets, support Gender Work Plan compliance and inclusive HR processes.
- Advise senior management on HR systems, analytics and automation-policy integration, and contribute to policy, operating procedures and change-management frameworks.
Essential qualifications
- Accredited master’s or equivalent in public/business administration, human resources management or a related discipline, and professional project-management certification.
- A first university degree plus additional qualifying experience may substitute for the advanced degree. Experience alone, or formal qualifications without relevant experience, is not an acceptable combination.
- At least seven years of progressively responsible relevant HR-management experience, including three years at supervisory level in a large international, governmental or commercial organisation involving payroll, HR automation and innovation.
- Unless already serving as international staff in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside every country of nationality, citizenship, passport or national identity number.
- English at UN Level III in reading, writing, listening and speaking.
Desirable criteria and competencies
- Detailed UN/UNRWA regulation, rule and directive knowledge and their sources; Middle East experience and cultural knowledge.
- Experience with R, SPSS, SAS or similar statistical software, and monitoring/evaluation certification.
- Integrity, professionalism, respect for diversity, communication, teamwork and results; technical expertise, analysis, planning, organising and effective partnerships.
- Assessment may include an exercise followed by a competency-based interview.
