Serve in UNRWA’s Jordan Field Office, reporting to the Chief, Investigations Division (P5), with travel throughout the Agency’s operations. One-year contract with possible extension.
Responsibilities
Investigate or coordinate potential breaches of rules, policies, procedures and standards, including sexual exploitation and abuse, fraud, corruption, neutrality breaches and other misconduct, applying impartiality, fairness, recognised international standards and Agency guidance.
Assess complaints, plan investigations and evaluate relevance and reliability; conduct and record interviews, obtain and analyse documentary/electronic evidence, undertake research and determine how findings should be presented.
Prepare investigation reports and briefs for the division chief and recommend corrective actions and improvements to controls and operational effectiveness and efficiency.
Coordinate with local officials, governments and external organisations, obtain internal assistance such as interpreters, and advise on investigation best practice.
Support Field Office and headquarters investigations, including intake committees, investigation terms of reference and plans, and guidance aligned with recognised standards.
Help develop workplans and prioritise cases with the supervisor, monitoring teams’ quality and timely delivery.
Develop policies and procedures, integrate and share lessons learned, and support investigator training.
Coordinate with other monitoring/control functions, assess fraud and corruption risks, and provide field directors with investigation statistics while protecting case details and investigative independence.
Qualifications, experience and languages
Accredited advanced university degree (master’s or equivalent) in law or a related field. A first degree with additional qualifying experience may substitute; experience alone or qualifications without relevant experience do not suffice.
At least seven years of progressively responsible experience using internationally recognised investigation techniques in criminal or administrative inquiries.
At least two continuous years of relevant international experience outside UNRWA and outside the country or countries of citizenship, unless already serving as international staff in the UN Common System.
Certified Fraud Examiner (CFE) qualification or formal investigation training is required.
English at UN Level III across reading, writing, listening and speaking is required. Arabic at UN Level I across the same skills is desirable.
