Job description

Amman-based security analysis supporting humanitarian operations in Gaza. Recent Gaza experience and Arabic/English are required; the duty station may change.

Position and duty station

  • P-3 Security Information Analyst with UNDSS. The post is currently based in Amman within the Israel and occupied Territories and Jerusalem team, with a Gaza operational focus.
  • The current duty station is hardship category A and a family duty station. Operational needs may require relocation of the post and incumbent to another duty station, including another country, changing allowances, benefits, hardship classification, family status, rest arrangements, security arrangements and other service conditions under the new location’s policies.
  • The role is under the Principal Security Adviser’s overall guidance and supervision through the Chief of the Security Information and Operations Center.

Responsibilities

  • Collect, collate, analyse and disseminate security information for the Designated Official and Security Management Team; monitor incidents, situation reports, media, open sources and a policy-compliant information-sharing network.
  • Advise on threats; coordinate information requirements, collection and distribution; identify trends affecting UN personnel, assets and operations in Gaza, and assess relevance, validity and source reliability.
  • Support Gaza programme/activity risk assessments and rapid threat assessments, and develop security advisories, operating-procedure recommendations, briefings and presentations.
  • Research threat factors, support crisis-management responses, and maintain communication with security authorities and relevant Amman and Gaza interlocutors.
  • Produce incident analyses and timely threat reporting for leadership and security personnel; contribute to regional assessments with Amman and neighbouring-country teams.
  • Coordinate SIOC monitoring, reporting and assessment with Amman and IOPT analysts; use graphs, charts, tables and reports to identify patterns and support planning and decisions.
  • Share information and briefings with Saving Lives Together partners, INGOs and the diplomatic community in Gaza and Amman; tailor Amman SSAFE training to Gaza’s security context; perform related duties assigned by supervisors.

Required education and experience

  • Master’s or equivalent in security management, information management, communication science/technology, political/social science or international relations, focused on security information management. A first university degree plus two additional years of qualifying military, police or security-information experience may substitute.
  • At least five years of progressively responsible security information analysis or security management experience in a military, police, state or international organisation.
  • Within the last three years: contributing to the design and planning of risk-mitigation strategies, including area security plans, standard operating practices or humanitarian security risk management.
  • Within the last three years: experience with the humanitarian response in Gaza. Gaza conflict-dynamics risk analysis and assessment experience is also required.
  • Gaza engagement, information sharing, coordination or liaison with the UN or a comparable international organisation and INGOs is desirable, as is database/digital-archive management and data-driven incident reporting.
  • English and Arabic at UN Level III in reading, writing, listening and speaking.

Competencies and assessment

  • Security information collection, analysis and research expertise; understanding conflict and post-conflict threats; professional commitment, ethical conduct, integrity, timely delivery, persistence and calm under pressure.
  • Clear drafting and communication of complex security issues, research and advice, adapted to the audience; listening, two-way communication and open information sharing.
  • Strategic goals, priorities, resource allocation, contingency planning, monitoring and adjustment; distinguish assumptions from established facts, evaluate impacts, test recommendations and take difficult decisions when required.
  • Assessment may include an exercise followed by a competency-based interview.

Appointment and eligibility

  • Entity-limited fixed-term appointment. The extrabudgetary post is available through 31 December 2027, with possible extension subject to project funds, budget approval or mandate extension. External recruits are subject to an initial one-year probation.
  • Eligible internal Secretariat candidates are reassigned without a lien to their parent post. Secretariat staff holding permanent, continuing or fixed-term appointments retain their contractual status while serving in an FTA-limited position.
  • Young Professionals Programme recruits who have not served at least two years in their initial assignment are ineligible.
  • Staff-selection policy prohibits duty-country nationality for Field Service posts, and for Professional/higher posts in missions, field operations or resident coordinator offices. For serving UN Common System staff, UN-recognised nationality governs these restrictions.
  • Applying carries an expectation of accepting an offer if selected. Staff are subject to the Secretary-General’s authority and reassignment, and periodic functional/duty-station mobility under applicable rules.
