Lead NEF’s enterprise-development and financing programme in Amman in a full-time role subject to funding confirmation.
Programme and scope
- The multi-year Jordan MSME Evergreen Fund is intended to combine revolving finance with tailored enterprise development, investment-readiness advice, mentoring, post-financing support, digital solutions and market connections through the Siraj network. Repaid funds will support further financing cycles, enterprise growth, employment and financial inclusion.
- This national position reports to the Country Director and integrates enterprise development, financing, post-financing support and market-system activities within approved plans, budgets, donor requirements and NEF standards.
Responsibilities
- Lead daily delivery across enterprise development, financing, post-financing assistance, market systems and learning.
- Maintain and update work plans, schedules, activity trackers and key milestones.
- Coordinate enterprise-support and credit specialists, field teams, MEAL, finance, operations and Siraj to sequence and integrate activities.
- Manage delivery through Siraj and local partners, follow up performance and commitments, and support engagement with financial institutions, government, business and other ecosystem stakeholders alongside the Programme and Operations Director and technical specialists.
- Coordinate the rolling enterprise pipeline from outreach and assessment to development, financing and follow-up, aligned with quarterly funding windows and available revolving capital.
- Consolidate donor narrative reports, updates, implementation data and other deliverables; monitor targets with MEAL colleagues and address gaps and risks.
- Support review meetings and the MSME Ecosystem Advisory and Learning Committee, including preparation and follow-up.
- Resolve operational and technical bottlenecks and ensure compliance with safeguarding, environmental/social risk, partnerships, finance, NEF policies and donor requirements.
- Turn learning, enterprise performance, market feedback and partner input into practical delivery adjustments.
Qualifications and experience
- A bachelor’s degree in business administration, economics, development studies, finance, project management or a related subject; a master’s degree is advantageous.
- At least seven years of relevant experience, including three or more years in project or programme management.
- Experience managing enterprise development, MSME finance, livelihoods, economic inclusion or private-sector development programmes.
- Practical coordination of financial and non-financial business support, including development services, mentoring, finance and post-financing assistance.
- Experience managing multidisciplinary teams, field locations and local partners and working with financial institutions, government, businesses, NGOs or enterprise-support organisations.
- Strong work-planning, budget-monitoring, performance, risk-management and donor-reporting experience; understanding of Jordan’s MSME and financial-inclusion context and barriers faced by underserved businesses.
- Market-system development, ecosystem coordination or financial-sector partnerships are strong advantages.
- Ability to analyse programme, enterprise and portfolio information and turn findings into decisions; strong leadership, coordination, stakeholder engagement and problem-solving.
- Excellent written and spoken Arabic and English, with willingness and ability to travel regularly across Jordan.
