Job description

HelpAge MEAL opportunity with Jordan as an eligible location, on an open-ended contract. Legal work rights required. Email your CV and cover letter by 13 October.

Responsibilities

  • Develop monitoring and evaluation frameworks and tools for programmes, advocacy and impact workstreams; set indicators, baselines and targets aligned with the Global Impact Framework.
  • Coordinate results frameworks and logframes, their review, data sources, collection methods and evidence requirements.
  • Standardise KPI definitions, measurement instruments, evidence and reporting after the Global Impact Adviser’s final technical approval, and coordinate timely organisation-wide results collection and analysis.
  • Draft and update MEAL policies, procedures, standards and guidance.
  • Provide technical advice and quality assurance to programme teams and network members throughout proposal preparation, design, delivery, monitoring, reporting and learning.
  • Help advocacy teams measure campaigns, policy engagement and partnerships; develop methods for monitoring policy and stakeholder influence.
  • Guide participatory monitoring involving older people and marginalised groups and establish inclusive, culturally appropriate feedback, complaint and response systems.
  • Work with the Data and Accountability Officer to analyse feedback for adaptive programming and advocacy, strengthening transparency, responsiveness and shared decision-making.
  • Coordinate learning and after-action reviews, annual and mid-term reflection, and documentation and dissemination of learning and good practice.
  • Facilitate learning events, webinars and communities of practice across the organisation.
  • Serve as the rapid-needs-assessment technical focal point, maintaining methodologies and standards and guiding sampling, collection, questionnaire design, analysis and quality assurance.
  • Coordinate rapid assessment reports and their final technical quality checks, setting requirements and timelines, consolidating inputs and validating evidence, findings and recommendations.
  • Advise on and coordinate short-project evaluations, their methods and design, with overall technical oversight retained by the Global Impact Adviser.
  • Assure evaluation design, methods, findings and deliverables and support terms of reference and the process from inception through collection, analysis and delivery.
  • Disseminate evaluation results and help teams apply them to strategy, fundraising and programme design.
  • Deliver tailored MEAL and accountability training to teams, partners and network members; develop usable guidance and toolkits and strengthen adaptive management and evidence-based decisions.
  • Coordinate components of annual business planning and organisational and donor reporting, reviewing cross-functional and regional inputs.
  • Align planning, reporting, systems and data use with the Global Impact Adviser and Data and Accountability Officer, join learning platforms and contribute MEL findings to funding and strategic processes.

Qualifications and skills

  • Substantial MEAL experience in international development, humanitarian or advocacy organisations.
  • Advanced MEAL knowledge and experience designing evaluation frameworks, theories of change, indicators and learning plans.
  • Strong quantitative and qualitative collection and analysis skills and experience applying MEL to advocacy, campaigning and policy influence.
  • Experience coordinating donor and organisational reports and turning complex programme information into clear evidence-based narratives.
  • Experience coordinating multi-team planning, performance measurement or reporting, setting requirements, managing inputs and challenging incomplete or low-quality submissions.
  • Practical knowledge of accountability and feedback, complaint and response mechanisms.
  • Strong facilitation and training design skills, with clear technical communication to non-specialists.
  • Collaborative work across teams and cultures and familiarity with tools such as Power BI, Kobo Toolbox, DHIS2 and Excel.
  • Proven coordination of humanitarian rapid needs assessments, covering methods, tools, technical inputs, data and analysis problems, report production and final technical quality assurance.
  • Excellent written and spoken English for drafting and assuring organisational and donor reports, and flexibility across time zones.
  • Demonstrated understanding of and commitment to partner-led programming.
  • Additional Global South languages, such as Arabic, French or Spanish, and inclusive, equitable work across cultures, sectors and geographies are desirable.
  • Knowledge of ageing, disability, humanitarian inclusion and rights-based programming is an advantage.

Contract, location and application

  • Jordan is an explicitly eligible contracting location alongside other countries. Applicants need the legal right to reside and work in their contracting country. No Jordanian city or remote arrangement is specified.
