Job description

Lead Action Against Hunger’s communications and advocacy for Palestinian programmes. A 12-month role based in Amman or East Jerusalem, subject to access.

Role and location

  • Manage advocacy and communications for Action Against Hunger’s occupied Palestinian territory mission, working with programmes, MEAL, headquarters and the international network.
  • The stated base is Amman or East Jerusalem, subject to access, with West Bank and Gaza travel and overnight stays as feasible and required. Amman is an eligible base option, not a guarantee of exclusively Jordan-based duties.
  • Twelve-month agreement with possible extension. The official portal lists a starting date of 2 November 2026.

Leadership and strategy

  • Update and deliver advocacy and communications strategies, manage internal and external content and grant-linked initiatives and meet donor requirements promptly and to a high standard.
  • Represent the organisation in coordination groups and diplomatic engagement and lead the advocacy/communications unit’s priorities, plans and quality assurance.

Advocacy implementation

  • Represent ACF in the HCT and AIDA advocacy groups, West Bank Protection Consortium advocacy group, and WASH, food-security and nutrition clusters; guide priorities and ensure organisational perspectives are included.
  • Adapt strategy to changing circumstances, develop an annual action plan if capacity allows and coordinate inter-agency participation around priorities.
  • Deliver advocacy initiatives across programmes and coordinate West Bank and Gaza advocacy, including proposal development to seek funding.
  • Support field teams, link advocacy and operations and align with network initiatives on hunger/conflict and humanitarian access.
  • Collaborate with HQ communications on press releases, web stories, social posts and shared talking points.
  • Manage the Advocacy Officer’s objectives and approved workplan with the Communications Officer and Photographer.

Research and evidence

  • Work with bases, the Deputy Country Director, technical coordinators and advocacy, communications and field colleagues to document practices, needs, responses and gaps.
  • Review humanitarian and policy developments, media, surveys, statistics, databases and literature for reports, background papers and positions.
  • Develop and promote evidence-based policy and practice recommendations, examining links between programmes, vulnerability and worsening conditions, including access, food insecurity, forcible transfer, emergency response and early recovery/reconstruction.
  • Help bases implement local advocacy and examine political and normative frameworks affecting the humanitarian situation.

External relationships

  • Map stakeholders and undertake power analysis to identify direct and intermediate advocacy targets and opportunities for collective influence.
  • Develop donor, UN and diplomatic relationships under the Country Director’s oversight.
  • Coordinate initiatives and materials with HQ advocacy and distribute messages through the seven-capital-office advocacy network.
  • Engage regularly with Middle East offices through meetings, updates and alerts and produce HQ advocacy materials while feeding back mission priorities.

Information and communications delivery

  • Contribute to information-management strategy with MEAL, operations and programme teams and organise exchanges at activity, project and mission levels.
  • Quality-assure social posts, press releases, web stories and talking points and their validation; update media talking points monthly and communications, approval and language guidelines quarterly.
  • Maintain the communications plan, align broader approaches and messages with other coordinators and coordinate with HQ almost daily.
  • Provide technical oversight to the Communications Officer, Photographer and Advocacy Officer, set objectives and approve and monitor their workplans.
  • Coordinate validation, media requests and urgent talking points with HQ and draft releases and web stories, encouraging creative coverage.

Reporting and coordination

  • Update the Country Director regularly, communicate priorities and schedule donor communications requirements.
  • Produce quarterly advocacy reports, coordinate with technical and support teams and undertake related duties according to mission needs.
  • Support internal communication through the monthly newsletter and other activities.

Education and experience

  • Master’s in law, international relations or a related discipline.
  • Demonstrated understanding of international law, particularly humanitarian law, with strong analysis and precise, structured work.
  • At least four to five years of relevant advocacy/communications experience and four to five years in humanitarian or development assistance.
  • Ability to turn complex legal and political issues into clear recommendations, briefings and advocacy messages for varied audiences.
  • Proven policy-influence, consortium and partnership experience with diplomatic, donor, UN and humanitarian actors.
  • International traditional and digital media coverage experience and strong knowledge of the Palestinian context; previous work on oPt is highly desirable.

Technical and personal requirements

  • Commitment to humanitarian work and the organisational mandate and experience in complex humanitarian and protection contexts.
  • Knowledge of emergency response, clusters, humanitarian coordination and conflict-related political dynamics.
  • Understanding of the humanitarian–development–peace nexus, humanitarian-system changes, conflict sensitivity, politicisation/criminalisation of aid and the effects of law, politics and funding on access, coordination and advocacy.
  • Strong research, analysis, writing and speaking skills; ability to manage competing deadlines, coordinate departments and oversee quality outputs.
  • Excellent interpersonal and coordination skills, independent and team working and delivery under tight deadlines.
  • Demonstrated leadership, supervision, creative thinking and production, international-organisational/donor networking, negotiation and consortium development.
  • Professional organisation and rigour and understanding of the territory’s political and humanitarian context.
  • English is required; Arabic or Hebrew is an advantage.
  • Strong Word, Excel and PowerPoint; Photoshop, InDesign and Adobe Suite knowledge is an advantage.
  • Ability to travel to EU/US capitals and to the West Bank and Gaza, including overnight stays.
  • Experience promoting gender equality or personal commitment to it is valued.

Pay and benefits

  • Pay follows the organisation’s scale, with a difficult-context allowance governed by policy and reviewed against risk analysis.

  • Reimbursement of assignment-departure costs, including visas and vaccinations, professional-development opportunities, continuous technical/competency training and 26 paid leave days annually.
