Job description

Role

  • Support the Head of Regulatory Affairs and Compliance across the GCC and wider Middle East. Monitor rules for cloud, cybersecurity, managed security, AI, data, digital solutions and technology resale/licensing.
  • Identify and embed obligations in operations, handle business queries, licensing and regulator engagement, and maintain obligation registers and horizon scanning.

Monitoring and analysis

  • Track relevant ICT, cloud, cybersecurity, AI, data-protection and digital-service laws across the UAE, Saudi Arabia, Kuwait, Bahrain, Jordan, Iraq and Egypt and assess business impact.
  • Maintain the obligations register, mapping mandates to business lines, entities and owners and supporting priority reviews.
  • Prepare impact assessments, briefings and alerts for legal/regulatory leadership and business stakeholders.

Licensing and authorizations

  • Manage licences, registrations, permits and authorizations, including telecom/ICT, cloud-provider, cybersecurity, managed SOC and sector approvals.
  • Prepare and track applications, renewals, amendments and periodic filings, meeting deadlines and licence conditions.
  • Assess licensing and localization for new products, services and markets, advising on feasibility and structuring.

Regulator engagement

  • Support correspondence, information requests, inspections and audits with regional authorities, including UAE TDRA; Saudi CST, NCA and SDAIA; Kuwait CITRA; Bahrain TRA; Jordan TRC; Iraq CMC; and Egypt NTRA.
  • Prepare consultation responses and support policy positions with leadership and Zain Group teams where relevant.
  • Build working relationships with regulators, industry bodies and local counsel.

Business advisory

  • Advise sales, presales, product and delivery on data residency, localization, cross-border transfers, cybersecurity, regulated-client outsourcing and local-presence requirements.
  • Review bids, RFP responses and contractual commitments with legal colleagues for regulatory risk, advising on representations, warranties and compliance clauses.
  • Support regulatory due diligence for ventures, partnerships, acquisitions and new markets.

Compliance and reporting

  • Help design and implement compliance frameworks, policies and procedures with data-protection and information-security teams.
  • Track remediation of gaps and findings, report periodically to management and governance committees, and develop and deliver awareness and training materials.

Qualifications and experience

  • At least five to seven years in regulatory affairs, including substantial ICT, telecom, cloud or technology experience.
  • Demonstrated GCC and Middle Eastern technology-regulation experience in licensing, data protection and residency, cybersecurity and cloud frameworks.
  • Familiarity with regional regulators and emerging AI governance, and experience with licensing, filings and regulator relationships. Multi-country or Group experience is strongly preferred.
  • A bachelor's degree in law, or a relevant subject such as public policy, telecom or engineering with substantial regulatory experience. A legal qualification or postgraduate degree is advantageous.

Skills and languages

  • English fluency is required; professional Arabic is strongly preferred.
  • Strong analysis and interpretation that turn regulations into practical business guidance, and excellent drafting of submissions, briefings and consultation responses.
  • Sound judgement and risk-based prioritization, with effective legal, compliance, business and Group stakeholder management and credibility with regulators.

Location and professional conduct

  • Full-time, on-site work in Amman, Jordan, with adherence to the code of conduct, collaboration, integrity and a customer focus.
