Develop ANCHOR’s research, monitoring, evaluation and learning system in Amman. Five years’ experience, a relevant degree and regular Jordan field travel required.
Role and recruitment conditions
- Coordinate the design and delivery of ANCHOR’s RMEL system, ensuring rigorous data gathering, analysis and reporting across project components.
- Based in Amman with regular travel to Jordan project sites, reporting to the Project Manager and working closely with the HQ RMEL Lead.
- Full-time. Recruitment, onboarding and contract issuance depend on funding availability and final donor approvals.
System design and implementation
- Turn the logical framework into a comprehensive plan with practical tools, processes and timelines.
- Set data-collection methods and monitoring frequency according to donor requirements.
- Establish digital collection and management systems, such as Kobo, for accurate and efficient data gathering and analysis.
- Define quality-assurance, validation and secure-storage protocols and integrate RMEL into activity planning and delivery.
Monitoring and data collection
- Oversee routine monitoring and timely, reliable quantitative and qualitative data gathering.
- Manage baseline, midline and endline perception surveys, including sampling, tools and analysis.
- Recruit, train and supervise external enumerators and maintain methodological and ethical standards.
- Coordinate continuous data collection with project officers and provide technical guidance on tools and practices.
Evaluation and learning
- Support the commissioning and delivery of the external final evaluation and access to relevant data and records.
- Analyse monitoring and survey findings and produce perception reports, quarterly RMEL updates and donor reports.
- Lead internal progress reviews, identify trends and extract lessons for adaptive management.
- Recommend evidence-based action to the Project Manager and HQ RMEL Lead.
- Prepare clear, data-led presentations and briefs for internal and external stakeholders.
Essential requirements
- At least five years of RMEL experience, including monitoring-framework design and implementation and field data collection.
- Relevant bachelor’s degree, for example statistics, social sciences, economics or development studies.
- Proven quantitative and qualitative research, survey-design and data-analysis experience and familiarity with RMEL platforms such as Kobo Toolbox.
- Strong analysis, writing and presentation skills and fluent spoken and written English.
- Excellent organisation and coordination, including managing external enumerators and multiple data streams.
- Ability to work from Amman and undertake regular travel within Jordan.
Desirable qualifications
- Relevant master’s degree and fluent Arabic.
- Familiarity with security-sector reform, health interventions or development partnerships with police and government.
- Knowledge of civil-society grant mechanisms, agile project management or technology-enabled interventions.
